Who is Conductor J.R. Galloway?

In the 1938 D&RGW Rule Book I referenced below, it was assigned to Conductor J. R. Galloway. I was wondering if anyone had heard of this fellow? If so, can you tell me where he worked on the Rio Grande? All assistance will be appreciated. Thanks.
