That critter was used by the contractor who built the tracks that were built that skirted the newly created resevoir on the San Juan river. The tracks were the shortest lived ng tracks built in Colorado, not even lasting 10 years. They were substantially built, I recall that section being called the closest thing to a super railroad the NG had ever seen.
