Let me see if I understand this. The air quality standards in effect are the federal standards to which the D&S complies.
The state proposed a bill that would impose state standards over the federal standards, and those new state standards would have been more restrictive than the federal standards.
The state determined that the D&S would not be exempt from the tighter state standards.
A provision was attached to the proposed bill that would have exempted the D&S from the tighter state standards.
The proposed bill to add tighter state standards was vetoed, so the provision to exempt the D&S from it is moot. So nothing has changed from the status that has been in effect all along.
