The cord is the "chord." Each end of the cord is held against the railhead and the cord pulled tight. The center of the cord will be a few inches away from the railhead. The distance in inches between the cord midpoint and the rail will be an inch measurement that should equal the superelevation.
In the diagram, the "chord error" is the measurement we are talking about.
