Always one to look on the down side of things (not I hope) I was thinking of a project we did at the rr a couple years back in which we cleared a fairly large work area in the yard of about 3' of snow. Over the subsequent weeks the surrounding snow began to melt flooding the work area so that a couple weeks later the work area had about 6" of water and slush to slop around in. I bet there are occasions where this could happen to plowed trackage, then the whole mess freeze. Lets hope the rails are above the slush. How do railroads typically deal with ice covered track? I read a story about the PIN where the wedge plow going quite fast derailed spectacularly in just such a situation.
