In addition to what Steve said, I know at least in the case of the CPR that quite a few consolidations had their pilot trucks removed and were relegated to switcher duty when they became obsolete on the mainlines. I imagine other rr's did likewise. Removing the pilot truck which through the equalization of the spring rigging carries some weight, transfers that weight to the drivers increasing the adhesion.
