C&TS - Who Owns What?

Please forgive me if this has already been discussed here and I've missed the postings or thread. With all the challenges faced by the C&TS lately, I'm just curious about ownership(s). Do the states of Colorado and New Mexico own absolutely everything about the railroad - ROW, equipment, structures, etc., etc.? Or is there some ownership by the RGRPC (or whatever management is in place) and/or the Friends? In other words, should a Daddy Megabucks actually want to purchase the operation, how many present owners would have to be involved in the sale?
