I couldn't think of anyone else they would have gotten one from other than the Nevada Northern, which seems unlikely. The photo was practically head on from about 1/4 mile away, so there is no way to see any details of the plow itself.
Rio Grande kept a steel Russell snow plow in Provo until the mid 1970's. I'd suspect that it had been the usual plow used on the Heber branch.
