Annual passes are known from much earlier than 1867. I have seen them from the early 1850's for eastern and midwestern roads. Occassionally you will see real old ones on ebay. The oldest western passes date from the construction days of the CP & UP with possibly also some from early California roads. I have seen a UP from 1866.
