This Spring we had an FRA guy make a presentation at our Saftey Weekend. By background he was a former rr crew member who had worked on one of the last, if not the last logging lines in the Pacific Northwest. A man that knows what he is talking about to say the least. He made a point about switching back and forth between hand signals and radios. I am not sure if it has the rule of law or is just a good recommendation that when a crew goes back from using radios to hand signal, that the crew member in charge announce this over the radio something like "we are now returning to hand signal" so that everybody is on the same page. Presumably if a movement is going to be carried out using radios this should be agreed upon before hand. It seems like common sense if during movements by hand signals there is an urgent (imenent collison, hazard to crew members, saftey issue type of thing) need to communicate by radio then saftey would dictate a crewmember using the radio without prior agreement among the crew, but then afterward an anoucnment that the crew would return to hand signals if that is appropriate.
