I think one of the arguements from the unions was the fact that the LCL biz was taken off the freight runs and given to the passenger trains. Often the local union agreement would require the RR to pay both the passenger rate and the freight rate to the passenger crews as well as a day's pay to the next freight crew that was due to work that didn't get to handle the LCL work.
