Stanford University has slides of the Baldwin Color books, Cal State RR Museum Library has copies of these slides.
They are housed in the Special Collections Library, the "Green Library."

Tell them exactly, more information the better, what you want, specifying what finish is called out on the Baldwin Work order.

What you're interested in is "Box 11" which contains "Copy slides (436) of paint books 1 and 2"
Side note: The Green Library is currently undergoing renovation and parts of the collections are dislodged from their usual places, which could make them unavaliable or take longer than normal to get ahold of.
