Spoked lead and trailing wheels

Why did some locomotives have spoked lead (and sometimes trailing) wheelsets?
Is there an advantage to this over solid wheels?
I have noticed that this was a more common occurance on the Mexican narrow gauge locomotives than it was in the United Statets.
Any reason for the narrow gauges south of the border to prefer this type of lead truck?
