Fred,
What is the long term plan for the engine as to location?
Weather it operates is something else; you might build it a shelter as some of the other display locomotives are getting or move it to a museum such as the Coloorado RR Museu.
I think it deserves better than an unfenced, unlighted and unguarded city park!
