Since the Loop is not under the FRA, state rules apply. I don't know what the state will require, but if the boiler were to be FRA certified, lacking an original form four, they would have to remove the jacket and flues, xray the welds, ultrasound the shell, cut out coupons for metalurgical testing, make a drawing showing all stay bolts, braces, etc. and then have a qualified ME do all the necessary calculations.
After approval, the flues would be re-installed and a hydro done in the presence of the boiler inspector. Only then could everything be put back together!
According to some knowledgeable people I have talked to, the boiler was built to ASME standards and doesn't meet FRA standards for staybolt spacing. It couldn't be FRA certified, period, at least not without a new firebox and side sheets!
They had better hope the Colorado Boiler board isn't as rigorous as the FRA! That's a lot to get done in seven weeks!
