If I remember correctly, Earl, Gerald and Joe had the Emergency Response Program in place. All of the local officials, extra Bus drivers and medical facilities were able to be called upon for assistance if it be needed. But I guess when all of the old timers are ran off, the connections between the Railroad and the outside support units disappears. With out the knowledge of all the resources that are available, Yes there will be a lot more tour groups spending the night on the trains WITH OUT
blankets etc. This is a program that is vital to any operation.
One does not know, what is all lost when one is expelled. Good luck
