Now I might be mistaken, but. The costs to engineer and perform a structural upgrade to the bridge at Lobato might far exceed any costs associated with start/stops for the locomotives.
Interestingly enough, when a group of British fans (sorry, spotters) were here a couple of years back, one of their doubleheaded charter freights ran across the bridge without cutting off the helper.
