Kevin,
If a smokebox required repairs it was normal practice, at least here, to cut out the corroded section and weld in a new piece of steel. I would think you could be courting trouble by just applying an external patch as this would only create a receptacle between the old and new plates for ash to accumulate and corrosion would soon start again.
