John,
Paul is correct. When a locomotive was getting annual inspections for flue extension (which involved opening the smokebox and removing/replacing two bottom smoke tubes), it would typically not carry a snowplow pilot. You have to completely remove a plow to get the full smokebox front swung open to get the tubes out and in.
I think Earl once told me that it took 2-3 days to set a plow up properly.
