When 463 was built I helped supervise the lettering when it arrived in Phoenix back around 1976. In other words, I heard about it and I might have even watched. a close relation of one of the guys who lettered it lurks on this board. Maybe he will speak up. It was supposed to be exactly 5" to the foot scale. Well, the lettering was created exactly right, only to find out about the only thing that was exactly scale was the cab. The whole thing is a bit small - especially the cylinders. To me it looked more like the size of a C-25. The tender is definitely undersized for 5/12 scale. It still looked cool.
I ran 463 a bit in Arizona and my biggest gripe about was it made no noise. It took slipping the drivers to get anything out the stack. And I must add getting her to slip took deliberate effort.
