Jeremy, the Miller cars were ex-C&S, and it is doubtful any of them were repainted by the RGS, except for lettering.
They went down there red, the color varied quite a bit. I used to use to use a mix of old Caboose Red (now altered by the manufacturer and unusable, of course) and Boxcar Red, some would say it is kind of a light maroon. Even straight boxcar red would be OK, but.....
If I were you, I would use Floquil's "Zinc Chromate Primer" straight out of the bottle, and weather to suit you. Or not, it's a great color for "C&S Red", and I don't think anyone could persuade me it isn't OK for any C&S freight equipment or Cabooses.
