It was common to describe various steam engine repair programs by class, but in my (very limited) experience the operable term was overhaul. I don't remember the term "rebuild" being used commonly with regard to steam. I can only assume from your and Mike's posts that it was used, and I'm curious to learn what was done in a "rebuild" that was not done in a major class overhaul.
Another possibility is it was just an accounting fiction. But I tend to think of that kind of creative accounting being a part of the diesel age as opposed to steam. Maybe creative tax accounting is older than I give it credit for, or perhaps ng. steam lasted so long it made it into an accounting era normally associated only with diesels.
