The spark arrestors on the fake stacks were often configured in a way that made them taller, and in later years there was usually a steel plate that covered more than the whole rear half of the screen at the rear. This entire assembly was bolted to the interior of the fake stack. I'm not sure about a pipe, but it is possible that the D&RGW may have been trying to find a way to spray the top like the D&S does today. In any event, it is clear that the D&RGW tried several versions of screen caps over the years. That steel plate at the rear might be what looks like an extension. If you look closely at a 70's vintage picture you should see what I am talking about.
The bracket you are talking about was primarily for hanging a stop flag.
