John Norwood called it a "Swift" signal to me in person a few years ago. But the D&RGW references call it a "Newton". From what you say, it sounds like "Swift" was not a person but a description.
What is the reference that you are quoting?
Now I have to look up and see when Charles Lively died. I thought he lived long after 1935, but I'm not sure. His son, Ken, would know everything that I need to verify the signal dates, but I understand he is not well.
Like I said before, that signal at Cumbres has a complicated history.
