It didn't seem to be in the way when I rode the C&TS in August.
The only thing the C&TS is trying to do right now is survive as a railroad. Their employees are trying to earn a decent living. I think the political realities are such that the C&TS would have shot itself in the foot had it denied the CHS request to receive/inspect the tender. Please don't get good people and organizations caught up in conspiracy theories.
