If it was CHS or Brehens or regulations from the Colorado Legislature, it does not matter. Currently they are trying to fix something that was not broken.
If it was new regs from the legislature for insurance requirements, CHS and GTL Inc should have returned to the legislature to get a wavier.
Niether the GTL Inc nor the CHS did everything corretly they are both run by imperfect humans.
The loosers are the tourists and local riders.
