Probably does not matter to Railstar - CHS is footing the bill for all the insurance premiums - they have loads of Colorado gambling dollars they can keep pouring down that drain.
I just hope the day does not come when a couple of hundred Loop passengers wind up filing claims for injury when something happens...that will pretty much put insurance out of reach for all the other operations and steam railroading will have to live on in books and videos.
