The point that Jim is trying to uncover is that CHS is telling people that run businesses near the Georgetown Loop that CHS indeed has a train. CHS is giving false confidence to people that depend on ridership of the Georgetown Loop for their livelihood. That's a considerable implication if you are one of the business owners. If there isn't a train, fine - they should tell the truth ... an entirely new concept for them.
Available time to build a train and restore steam locomotives is burning like a fuse. But, "We Have a Train". OK, whatever. It would be ideal if that train is operationally real.
