Just a thought. Maybe it was also used for domestic water in the yard/depot area. In which case you'd want it higher than the second floor in the depot and office building for sinks and toilets.
In towns you normally tried to have 40psi minimum water pressure delivered to single floor houses, etc. That would mean a hydraulic grade 90 feet higher than the street grade. One foot of HG = 0.433 psi [absolute minimum pressure would be 20psi at high use period]

PS -- the above HG calculations is based on static water. Flowing water causes the HG to drop; an example is the sight glass on a coffee pot. When you open the spigot to fill your coffee cup the level in the slight class drops and when you close the spigot the level goes up.
