Fred Oster now passed whom many of you may remember was a carman for the D&RGW. He told me that many times when working in the "steel shop" men from the "Black Tower" (headquarters) would come down with a request to make something. When done they would look at it, request changes, look at it , request changes, ad nauseum. When they got what they liked they would go back and make drawings of the final design. In the case of "Flying" Rio Grande drawings maybe the result was the same. Painting first drawing later.
