I’d assume the shaft inside the wheel is a typical parking brake used many times on track equipment. Usually it’s a spike maul handle or something similar to assure that the thing isn’t going to roll away, as I’m sure anyone with experience reading this knows how easy it is to lose something if it’s not tied down extra, even with the brakes that are clearly seen in the photo.
