The rear two wheel sets have a single leaf spring equalizing them.
Three axles would have been a result of the builder designing a "not to exceed" axle loading for tenders, so the number of axles on smaller tenders could be reduced, saving money. It didn't take long for builders to give up on the idea, probably recognizing that the cost savings wasn't worth the rough riding and derailment prone operation due to the rigid wheel sets.
