I would guess that this is late 1980's or early 1990's. Some clues to follow up on. The distant restroom and shower building are not painted suggesting they have recently been constructed. The water tower enclosure is in place which make this it a bit later. That the wye has not yet been re-configured means it is before #19 was restored.
