The “Tren Pacifico” project has been bouncing around for years. Currently ES is enjoying an almost complete decline of major crimes, an immediate benefit of locking up sixty thousand alleged gang members and criminals in their new superprison. While the short term benefit gives them room to take a deep breath, the cost going forward will be staggering, and not only in monetary terms. Sticking with money, I strongly suspect that the superprison costs are causing them to look at every penny they spend and propose to spend. The modern passenger rail project is very likely on the shelf for now.
