This looks more like Whitney Valley to me, but the background is not clear enough to say for sure.

The two car train of baggage/RPO and coach seems to have been the norm in the late 1920's, until near the end of passenger service when they were hauling passengers mixed trains. At that time one of the combines was rebuilt to handle the RPO work, and often ran by itself. Ten Wheeler #50 was the usual passenger locomotive, though there are photos of every class of locomotive in use during the '20s & 30s pulling the passenger cars.

After passenger service was suspended passengers were still accommodated in the caboose, though this was probably patronized mostly by railroad and lumber company employees.
