Perhaps someone from the South Park Rail Society can give us a better idea of the scope of the work being done on the locomotive and if there is any projection as to how long it might be out of service. Typically, unless the railroad is regulated by the Federal Railroad Administration, the 1,472 Service Day Inspection requirement would not apply. The 1,472 SDI is really just a boiler inspection, not a full rebuild or an overhaul. It is often seen by the public as the latter only because railroads often take advantage of the down-time to work on other things that need repair, such as running gear, but those repairs are not part of the 1,472. If Como is considered insular by FRA, the only parties that have to be satisfied are the State Boiler Inspector, and the owner's own management team or Chief Mechanical Officer, if they have one. When "Katie" was pulled out of the museum, there was some contract restoration work done on her to make her operational, but my understanding is that it did not include the work necessary to make the loco FRA-compliant. As I also understand it, the shop that did that work is now out of business.
