I would agree if it was a major railyard with multiple engine and car movements. As far as I know, #489 is the only engine operating on the RR and only at walking speed with a brakeman/switchman in attendance. Lots of bell and whistle talk and most of the people there are working on Friends restoration projects where safety is stressed. One of the attractions for the C&T is that except for the engine house the yard is open to the public and always has been.
