When you folks got the boiler, were there tubes already installed in it? IIRC, the FRA Part 230 codes have some kind of rule that says for a new locomotive (boiler), the 1,472 day/15 year clock begins when the engine is first placed in service, or 365 days after the first flue is installed, whichever comes first. Does that mean that if you ever need an FRA Form 4, you'd have to tear down and inspect that never-used boiler, just because the tubes were installed too far in the past? Given that the boiler had never seen a fire, and was stored indoors (I think), that seems a bit excessive.
