When figuring the Factor Of Safety for a locomotive boiler, traditionally the "weak link" is in the longitudinal (sp?) seam of the courses. Maintaining a wrought iron front course with a lap seam would be a real bad idea, especially when the rest of the boiler - the transition course and complete firebox ("back end") - had been replaced.
When the ICC developed the boiler safety laws in 1911, I do not believe they outlawed wrought iron construction. They did deem that all boilers would be capable of achieving a factor of safety of 4 in thier construction. In other words, a 200lb boiler would be capable of withstanding a pressure of 800lbs. Earlier boilers were not designed to a safety factor of 4. Wrought iron boilers especially so. In order to for an old boiler to remain in service, it maximum pressure had to be reduced to reflect the new standards. Wrought iron boilers would have to be de-rated to the point where the locmotive would be useless in service.
The ICC did back off a bit and changed the factor of safety rule to gradually come into force, giving the RR's time to reboiler thiey fleets. During WWI the transition period was extended again. I think by 1919 every boiler had to meet the safety factor of 4.
