Yes, there were many states with gauges less than 4' 8 1/2".
Surprisingly, Ohio had one of the highest 3' gauge mileages. Wyoming, however, one state north of 3' gauge mecca had 0.00 miles of narrow gauge common carrier. A dubious distinction, I admit but shared with only (if I remember correctly) three other states.
