You need to check with the library regarding your planed use. This looks like a standard statement they use with its special collections. There appears to be various different kinds of items in the library special collections -- some may be research papers, business papers, correspondence. They may have been give/obtained with use restrictions.
In many cases photo collections are available for research use. Publication use may involve providing appropriate credit lines and if used for commercial purposes (for profit advertising, in popular publications, etc) a payment to the institution of a use fee.
