That is a very sharp photo for 1888-1898 which is when it was likely to have been taken.
There is what appears to be a railroad fly over on the right of the locomotive. That could be a clue.
Also, there appears to be a road running along the base of the mountains.

This is only a guess, but to me it looks like somewhere near Palmer Lake.
