The horse trading of politics (be it government or business) is always a bit behind the scenes regardless of open-door policies. Usually they never make big news.
Amtrak funding is the same way in the feds, they keep getting money but at the expense of providing the most money loosing train of the system through West Virginia.
And then if there is too much voter participation, (like California's ballot initiatives - sorry to any Californians) then instances of the conflicting amendments cause budget problems that can not be solved.
Anyway, I'm glad to hear that Trout Creek Trestle (bridge 51A I think) is getting attention. If the structure can be stabilized, then a future addition of rails might be possible.
I sort of wish some 3' rail could be laid from Trout Creek to Lizard Head and have Goose 5 visit at times.
