The 1986 feasibility study and 1988 site development plan for the portion of the Union Pacific's Boulder City Branch that was donated to the State of Nevada Were done by Short Line Enterprises. I worked on both projects. There was no discussion of rebuilding any of the track down to the dam site in any of the meetings for either report. The scope of work for the studies was limited to what should be done with the property that was owned by the state via the donation. The possibility of new track from Railroad Pass to the site of the Old Vegas attraction and Clark County Museum was addressed at that time, and appears in the report, but was discarded early. I agree that relaying the dam track would have made a much better ride, but I believe that growth in Boulder City had already made that impractical by 1986.
