What the heck is that on the pilot of C-16 #268?

I have the R. Robb book on D&RGW motive power at home and was puzzling over some pictures of C-16 #268.
I've got a Broadway model of this loco and was looking to do some super-detailing.
I forget the dates of the photos (I am at work at the moment) but about the time it was repainted in to the Bumble-Bee livery it gained this "thing". It looks like a vertically mounted brake-cylinder with some chains attached. Is it something to do with raising/lowering a snowplough?
As a sort-of "PS", how many D&RGW locos had ploughs? Were they intended to be used on only specific locos or were they interchangeable between different locos in the same class or even between classes?
As always, your help would be appreciated.
