Naw, the USRA era TT I've got a copy of is still N/S. My understanding is that the change was made during the period in the early 1920's when the D&RGW 3rd (Gunnison) Division was supervising, at a very high rate, the RGS. Later in the 1920's it was switched to the 4th and then, briefly until the Receivership, Alamosa Division as the D&RGW kept switching things around throughout the decade. Cancelling this relationship was one of the big (paper) savings in the 1st year of the Miller era.

PS: I agree, N/S made more sense for the RGS. At least they didn't try to switch to measuring mile posts from Durango! (ISTR there were points in early RGS , like 1890's, history where they did both?)
