I've always suspected the number gap between 73 and 80 was for more of the 70 class.

There was one article or photo caption I read long ago that said they were intending to get 10 of the 70 class.

Before the GE diesels were purchased, WPY inquired of Baldwin about NG diesels, but BLW said they had none. I wonder what that would have looked like. BLW did build meter gauge diesels for Brazil.
