The paper clips appear when the post contains photos posted using the "Attach a file" button. Those photos are hosted on the NGDF server. But there is an alternate method of displaying photos at the NGDF by using an [external] photo host. Photos in messages that are on a photo host do not show paper clip icons.
And you can tell what method is used for the photos by looking at the "Quote" button results*. For instance, here is a part of the "quote" code from an earlier post:

You can see from that code that Craig used Smugmug.com to host those
excellent photos.
*Also, on devices that support "mouse over" or "rollover", pausing the mouse atop the photo will reveal the URL / location of the photo. (Typically available on PCs, not so much on an Android phone.)
