Sounds like a mammoth project. As a videographer my take would be that you would need someone to follow each worker on a project the whole day to document what they are doing, and some of those reality TV interviews where they tell you what they are doing and why. So 2 big questions I would ask is what is the projected amount of years a reconstruction project is going to last? And, secondly is a project selected because it is in bad shape and thus needs repair faster, or a project is selected because of the value of that piece, and how long it would last?
It would seem to me that while this is a great idea, you will chew up valuable manpower hours documenting work done by someone else. Would it not be more valuable to have those persons actually helping with reconstruction instead? If there are available personnel for the job then go for it.
