Just to clarify some things.
The ownership of the 223 was never really in question. It has always been known that it is owned by the Utah State Historical Society with an agreement with the Golden Spike Chapter R&LHS as conservators in restoring it to operation. The Chapter never made any claim to own the locomotive, although there was some confusion with Ogden City whose lawyers wanted to know what kind of agreement had been made between the Utah State Historical Society, the Utah State Railroad Museum operated by the city, and the chapter.
What was in question, was the Golden Spike Chapter's right of occupancy of the Ogden Union Station. When Ogden City took over full control of the building and grounds, they decided to end the long-standing occupancy agreement with the chapter which essentially ended work because the city locked the chapter out from their tools and machinery.
